William W. Gaches

Assistant Administrator for the Office of Global Strategies

Global Strategies (OGS) in September 2007. OGS increases security by working proactively with TSA’s foreign partners as well as overseas transportation operations affecting the U.S. As part of his duties, Gaches oversees TSA representatives who work closely with foreign governments to improve international transportation security. OGS also has an experienced corps of aviation security experts based abroad with regulatory and inspection responsibility.

From February 2006 until his appointment to OGS, Gaches served as the assistant administrator for the Office of Intelligence and Analysis at TSA. In this position, he directed the analysis and production of intelligence and threat products related to the nation's transportation systems.

From 2003 to 2004, Gaches directed the Analysis and Production Department within what was formerly known as the Director of Central Intelligence Terrorist Threat Integration Center (TTIC). In that role, he managed and oversaw the TTIC's analysis and publication efforts. His responsibilities expanded to include focusing the allocation of analysts to the new National Counterterrorism Center (NCTC). Gaches became chief of NCTC's Intelligence Directorate in June 2004.

Gaches is a 30-year veteran of the National Security Agency (NSA), where he served in many capacities, including as senior NSA representative to the U.S. Southern Command, Republic of Panama; deputy chief of the Office of Middle East/North Africa (1998-2000); and chief of Counterterrorism and Production (2000-2003).

Gaches' academic credentials include a bachelor's degree from Westminster College in Pennsylvania; a master's degree from Johns Hopkins University, Baltimore; and an Advanced Certificate in American Public Policy from the University of Maryland, Baltimore.
