Grants Programs FY 2011

The Transit Security Grant Program (TSGP) is one of five grant programs that constitute the Department of Homeland Security (DHS) Fiscal Year (FY) 2011 transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. The program provides funds to owners and operators of transit systems (which include intracity bus, commuter bus, and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from potential acts of terrorism.

The FY 2011 TSGP is authorized by section 1406 of the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53) (the 9/11 Act) and the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10.) • FY 2011 TSGP awarded slightly more than $200 million, with 94% going to historically Tier I regions.
• The 10% operational cap for FY 2011 in the Implementing the Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53) was waived and subsequently raised to 48% by authority of the DHS Secretary.
• Capital project funding focused on hardening infrastructure on the Top Transit Asset List (TTAL).
• The amount allocated by the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10) for the TSGP was 20% less than FY 2010.
